Pandemic and the labour fluid

These days after conducting a brief understanding of this and that perspectives I stopped writing against capitalism. I mean this would have been a sign of intellect back in the '40s and 50's but adaptation of neoliberalism after WW2 and wealth generated out of that in hands of government proved to be more effective than Keynesianism or communism in providing social security to large. Occasionally, here and there especially in times of recessions and depressions, a Keynesian will advocate government interventions, since I grew through the global financial crisis 2008, I find no objection.
So things were rosy and they are, of course, tinted a bit.
What the economic world has missed is to handle the "labour fluid", yes I call them fluid because of their adaptability and at the same time inability to maintain their shape once the external stimulus is released. Wars, unstable geopolitics, increased population and automation made a gigantic issue of "refugee camps and labour slums". 
These two groups are vulnerable to everything, be it economic exploitation, racial discrimination, communal violence, mass conversion or induction into terrorism and what more severe than a pandemic like this.
I don't know whom to blame and don't even want to, maybe it is just an evolutionary process of natural selection, negligence of policymaking, the apathy of masters or our common shared fate. But something is terribly wrong and someone has to fix that, we cant keep growing with workhorses of economy hanging helplessly in the groin of the debt Lords.
